South Asian University (SAU) is an international university established by the governments of the eight member nations of South Asian Association for Regional Co-operation (SAARC) viz. Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. SAU started its operations from the academic year 2010. The university, established with an aim to evolve a South Asian consciousness, now offers Master and M.Phil./Ph.D. level programmes in Development Economics, Computer Science, Biotechnology, Applied Mathematics, Sociology, International Relations and Law. SAU attracts students from all member nations and its degrees are recognized by all the eight SAARC countries.
The university is currently functioning from its Akbar Bhawan campus in Chanakyapuri, New Delhi. It will eventually move to its 100 acre campus in Maidan Garhi, South Delhi which is expected to be ready by the year 2016.

Eligibility criteria for admission to Master level programmes:

  • For admission to the Master level programmes in SAU, a minimum of 15 years of education under 10+2+3 (i.e., 12 years schooling and 3 years Bachelor’s degree) pattern is needed. Applicants who have completed 4 years of Bachelor degree after 10+2 (12 years of schooling) are also eligible though, the Master-level programme will be of two years’ duration for them. Applicants who have obtained Bachelor’s degree in less than 15 years (e.g., under 10+2+2 pattern) will not be eligible for admission to SAU’s Master level programmes. However, students who have completed two years Bachelor degree and thereafter have also completed one year of M.A./M.Sc., can apply for admission to a Master level course at SAU subject to their fulfilling other prescribed eligibility conditions including percentage of marks which will be average of marks obtained in Bachelor degree and 1st year of M.A./M.Sc. course.
  • For admission to the LL.M. Programme of study in SAU, a minimum of 17 years of education (12 years of schooling + 5 years Integrated B.A./LL.B. degree with prescribed percentage of 50% marks) is the minimum prescribed eligibility. Candidates who have completed 12 years of schooling + 3 year Bachelors’ degree + 3 year LL.B. degree or 12 years’ schooling and 4 years’ LL.B. degree with prescribed percentage of 50% marks are also eligible.
  • For admission to M.A. (Development Economics), M.A. (Sociology) and M.A. (International Relations) programmes of study, the minimum prescribed eligibility percentage in Bachelor’s degree, is 50%. For LL.M., the minimum prescribed eligibility percentage in LL.B. degree is 50%.
  • For M.Sc. (Applied Mathematics), M.Sc. (Biotechnology) and M.Sc. (Computer Science) programmes of study, the minimum eligibility percentage in Bachelor’s degree is 55%.
  • Applicants who have not yet completed the Bachelor’s degree, and shall be appearing for their last year / semester exam for Bachelor’s degree, may also apply for admission to Master degree programmes and appear in the entrance examination provisionally. If qualified in the admission test, their admission will be confirmed only if they fulfill the minimum eligibility criteria of aggregate percentage of marks in Bachelor’s degree. Please note such candidates are given a provisional chance in anticipation of their qualifying degree examination with prescribed percentage of marks/grades and they will not have any claim to admission.
  • All students who are offered admission will be required to produce original copies of their final results including mark sheet/grade sheet of their qualifying degree examination at the time of admission. Master level students in all programs of SAU shall be full-time students and shall not be permitted to take full or part-time jobs.

Eligibility criteria for admission to M.Phil./Ph.D. programmes

  • For admission to M.Phil./Ph.D. level Programmes of study in SAU, a minimum 17 years of education (12 years of schooling + 3 year Bachelor’s degree + 2 year Master’s degree with prescribed percentage of marks as indicated below) is the minimum prescribed eligibility.
  • For M.Phil./Ph.D. (Legal Studies) those who have done LL.B. followed by a one-year LL.M. degree with the prescribed 50% marks are also eligible.
  • For admission to M.Phil./Ph.D. programmes in Economics, Sociology, International Relations, and Legal Studies, the minimum prescribed eligibility percentage in Master’s degree is 50%; and for M.Phil./Ph.D. programmes in Applied Mathematics, Biotechnology and Computer Science, the minimum prescribed eligibility percentage in Master’s degree is 55%.
  • Applicants who have not completed their Master’s degree and shall be appearing for their last year/semester exam for Master’s degree may also apply for admission to M.Phil./Ph.D. Programmes and appear in the Entrance Examination. If selected, their admission will be subject to their fulfilling the minimum eligibility criteria of aggregate percentage of marks in Master’s degree.

 

M.Phil./Ph.D. Programme:

  • The assigned pre-M.Phil./Ph.D. course work will be spread over the first two semesters and will carry 16 credits including credits for course work (14 credits), seminar and term papers (1 credit each). Distribution of the credits between the first two semesters will be decided by individual Departments / Faculties. Beyond this minimum requirement, some Faculties and Departments might have a slightly higher credit requirement depending on specific needs. It is advised that candidates carefully look through Faculty and Department-specific requirement online.
  • At the end of first year students with CGPA less than 5.5 will be deemed to have failed and shall leave the university. There is no provision for a repeat test for improving the grades in any pre-M.Phil./PhD course.
  • Students with CGPA (Cumulative Grade Point Average) of 6.5 and above will be offered direct confirmation to Ph.D. programme. Candidates with CGPA between 5.5 to less than 6.5 can go to M.Phil. programme and carry out a one-year thesis work (8 Credits). After completion of M.Phil., students with total M.Phil. CGPA of 6.5 or more will be allowed to register for PhD programme. Candidates with M.Phil. CGPA less than 6.5 will leave the university with an M.Phil. degree.

Duration:

Total duration for M.Phil.: 2 years including first year of course work (16 credits) and one year of thesis work (8 credits).
Minimum residency requirement for Ph.D.: 2 years after confirmation (3 years including one year of pre-PhD course work). Students pursuing M.Phil./Ph.D. degree at SAU will be full-time students and will not be permitted to take full or part-time jobs.

Candidates with Fellowship support

Up to 30% of M.Phil./Ph.D. seats in each programme may be filled by candidates who have already cleared National Competitive examinations (like UGC / CSIR / ICMR / DBT etc., or equivalent programmes in other SAARC countries) and have secured a Fellowship support for the duration of the M.Phil./Ph.D. programme at SAU.

Application Fee and Date and Centres of Entrance Test

An Entrance Test will be conducted simultaneously throughout the SAARC Region on April 6, 2014. Application fee for appearing in the entrance test is US $ 10 or Indian Rupees 600/-. Applicants, who can pay the application fee by credit/debit cards or Net Banking, have the option to apply online. For other applicants, there is an option to download the application form, fill it and mail it to SAU along with a bank-draft for US $10 or Indian Rupees 600/- drawn in favor of “South Asian University” payable at New Delhi.

Venues of Entrance Test:

The venues where the entrance test will be conducted on April 6, 2014 in main cities of all SAARC countries are: Kabul (Afghanistan), Chittagong and Dhaka (Bangladesh), Thimphu (Bhutan), Male (Maldives), Kathmandu (Nepal), Karachi and Lahore (Pakistan), Colombo (Sri Lanka) and (India): Bangalore, Chandigarh, Chennai, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mumbai, New Delhi, Patna (Khagol) and Thiruvananthapuram. Admit Cards will be sent to the applicants by email for taking the Entrance Test. Please fill the center of your choice in the application form.

Country-Wise Quota of Seats

  • Not more than 50% seats for Indian applicants in any master level programme;
  • 4% seats for applicants from each of the following five countries: Afghanistan, Bhutan, Maldives, Nepal and Sri Lanka;
  • 10% seats for applicants each from: Pakistan and Bangladesh;
  • 10% seats will be kept for applicants from outside the SAARC region;
  • Merit lists will be prepared country-wise and the competition will only be amongst candidates within each country; and
  • Seats left unfilled for any country may be filled by students from other countries as per SAU rules.
For M.Phil./Ph.D. admissions, available seats in each programme will be divided as follows: Fifty percent seats will be for Indian students and the other 50% seats for all other seven SAARC countries together. Two merit lists will be prepared, one for Indian applicants and the other combined merit list for the remaining SAARC countries. In view of the small number of available seats in each programme, seat reservation will not be available for individual countries. Up to 30% of the M.Phil./Ph.D. seats in each subject may be filled by candidates from the South Asian region who have already secured through a National Competitive examination, a Research Fellowship for the duration of their M.Phil. / Ph.D. programme.

 

Tuition and other Fee

Tuition fee at SAU is highly subsidized. The fee structure payable by students is as under:

Hostels and Medical Facilities

Hostel Facilities: Hostel accommodation (on sharing basis) is provided only to those students who come from outside Delhi. Hostel accommodation is NOT provided for spouse/children or other family members of the admitted students. All students staying in hostel will have to strictly adhere to hostel rules. Hostel Fee will be US $ 60 per academic semester for students from SAARC region. Overstaying in hostel will not be allowed after the completion of the course.
Mess charges shall be extra and are likely to be in the range of US$ 50 to 75 per month.
Medical Facilities: All admitted students are covered under Medical Group Insurance Scheme up to INR 1,50,000 for which full premiums are paid by the University. In addition, the University has its own Health Centre where limited OPD facilities are provided to all students. Expenses incurred by students on purchase of medicines (prescribed by the University doctors) are reimbursed to them as per SAU rules.

 

Scholarships and Financial Support

Following types of Scholarships / Financial Aid are available to students admitted to SAU:
  • President’s Scholarship (For M.A./M.Sc. and LL.M. students only) : Any candidate who secures first position in his/her country’s merit list drawn on the basis of candidates’ performance in the entrance test, in any academic program, is straight away offered, along with admission letter, full scholarship, called President’s Scholarship, provided he/she falls within top 10 percentile of the combined all country merit list of that academic program. The President’s Scholarship will grant full tuition,hostel fee waiver and a living allowance of INR 7000 per month. The President’s scholarship is not granted to subsequent position holders if the first position holder does not join SAU.
  • SAARC India Silver Jubilee Scholarships for Masters and M.Phil./Ph.D. Programmes: SAARC-India Silver Jubilee Scholarships instituted by Government of India are offered for Masters and Doctoral level studies to the deserving and needy students coming from Least Developed Countries (LDCs) of the region i.e., Afghanistan, Bangladesh, Bhutan, Maldives, and Nepal. This Scholarship includes full Tuition Fee waiver + Hostel Fee waiver + living allowance ofINR 7000 per month (Master level programmes) or INR12,000 per month (M.Phil./Ph.D. programmes). Applications are invited from the students from LDC countries after they are admitted to SAU and scholarships are distributed according to the recommendation of a High Powered Committee of SAU faculty members that interviews all applicants. If the number of applicants is more than the number of available Silver Jubilee scholarships, the left-out students may support themselves or apply for partial financial aid as described below. Students from India, Pakistan and Sri Lanka are not eligible for the Silver Jubilee Scholarship.
  • Financial Aid from SAU for Masters and Doctoral Programmes: A liberal financial aid is available for students who come from economically weak families and do not have means to support their study at SAU. Applications for financial aid are invited from the students soon after they join their chosen course. Students applying for financial aid are called for a personal interview before a High Power Committee of SAU teachers. The extent of scholarship/financial support to be granted to each student will be decided by the Committee, taking a composite view of the family income of the student and other relevant factors. The Committee may decide not to give any financial support or provide financial assistance ranging from INR 3000 to INR 10,000 per month. The decision of the Committee shall be final and no requests for a review of the decision will be entertained.
  • Applying for Silver Jubilee Scholarship and Financial Aid: Application form for the Silver Jubilee scholarships and financial aid may be downloaded here. Students who are offered admission to SAU and who intend to apply for scholarship / financial aid from SAU should fill this application form and bring it with them along with the required supporting documents. The application form and supporting documents must be submitted to the Deputy Registrar (Admissions & Examinations) at the time of admission.
  • Duration of Scholarships / financial aid: To begin with, any scholarship or financial aid is granted for one year. Scholarships / financial aid are extended for the subsequent year(s) subject to satisfactory academic performance, maintenance of hostel / university discipline and good conduct to be reviewed at the end of first year. Poor academic performance may result in down-gradation of the scholarships / financial aid to a lower level. All recipients of scholarships and financial aid must therefore be regular in attending classes and make full efforts in sustaining and improving their academic performance. First year scholarships and financial aid will cover the summer vacation period at the end of first year. In the second year of all master level programmes, the scholarships and financial aid would cease at the end of the academic session i.e. end of May (of the passing out year) and will not cover the summer vacation period at the end of second year.
  • M.Phil. / Ph.D. fellowships from external agencies: M.Phil./Ph.D. students who have qualified for JRF support from agencies like the Indian UGC / CSIR / DBT and ICMR, may avail of the fellowship at SAU as per the terms and conditions of the granting agencies.
While the SAU has a liberal policy for giving Financial Aid to students from economically weaker families, it is not guaranteed that all applicants would necessarily receive some scholarship or financial aid. It is possible that students from relatively well-off families may not receive any aid from the University. Students must be prepared to meet the deficit from their own sources.
STUDENT VISA : The Govt. of India has instituted a special category Visa called “SAU VISA” which is issued to overseas students who will be coming to India to pursue studies at South Asian University. All selected students will be issued Admission Letter. Upon receipt of Admission Letter, students will be required to approach Indian Embassy/High Commission in their respective countries and apply for SAU (Student) Visa. Students belonging to Bhutan and Nepal do not require VISA.
